Join us for a lunch dialogue on November 9 to hear from Mr. Shiu Sin Por, Executive Director of the New Paradigm Foundation, to discuss US-China relations and policy toward Taiwan. Mr. Ronnie C. Chan, Chairman of Asia Society Hong Kong Center, will moderate this dialogue.

Speaker & Moderator

Mr. Shiu Sin Por is the Executive Director of the New Paradigm Foundation, a non-profit organization in Hong Kong. He was the Head of Central Policy Unit, the Government of the Hong Kong Special Administrative Region (HKSAR) (2012-17) and its full-time Member (2007-12). Prior to joining the Government of the HKSAR, Mr. Shiu founded the One Country Two Systems Research Institute, the first non-governmental public policy think tank in Hong Kong and served as its Executive Director (1990-2005). He was an Asia Programs Fellow in the Center for Business and Government in the John F. Kennedy School of Government, Harvard University (2005-06). He continued his research as a Senior Visiting Fellow in the School of Public Policy and Management, Tsinghua University in Beijing (2006-07).


Mr. Shiu's research interests include Hong Kong's Basic Law and the transition of Hong Kong from a British colony to a Special Administrative Region of China. His research also focuses on the study of the Chinese economy, the economic, political and social integration of Hong Kong and Mainland China under the "One Country Two Systems" arrangement, cross-strait relations, political development and governance in Mainland China. Mr. Shiu attended the University of Wisconsin-Madison in Wisconsin after his secondary

education in Hong Kong. He continued his graduate studies at the New York State School of Industrial & Labor Relations, Cornell University in Ithaca, New York. After returning to Hong Kong in the 1980s, Mr. Shiu served as the Deputy Secretary-General of the Consultative Committee for the Basic Law of the HKSAR of the People's Republic of China from 1985 to 1990.


Mr. Shiu has actively engaged in public services. He served as a Member of the 10th, 11th and 12th National Committee of Chinese People's Political Consultative Conference from 2003 to 2018. He was also a Member and Deputy Secretary-General of the Preparatory Committee for the HKSAR, the National Peoples' Congress of the People's Republic of China from 1996 to 1997. Mr. Shiu was appointed Justices of the Peace in 2012 and was awarded the Gold Bauhinia Star in 2017 by the Government of the HKSAR for his distinguished public service.

Ronnie C. Chan is the Chair of Hang Lung Group Limited and its subsidiary Hang Lung Properties Limited, both publicly listed in Hong Kong. The Group expanded into mainland China in 1992, developing, owning, and managing world-class commercial complexes in key tier-one and tier-two cities. He founded and chairs the China Heritage Fund, is a co-founding Director of The Forbidden City Cultural Heritage Conservation Foundation in Beijing, and is a former Vice President and former Advisor of the China Development Research Foundation in Beijing. Mr. Chan is a Fellow of the American Academy of Arts and Sciences, Chair Emeritus of the Asia Society and Chairman of its Hong Kong Center, and Co-Founder and Chairman of the Centre for Asian Philanthropy and Society. He serves or has served on the governing or advisory bodies of several think tanks and universities, which include: Peterson Institute for International Economics, World Economic Forum, East-West Center, Pacific Council on International Policy, Eisenhower Fellowships, The Maureen and Mike Mansfield Foundation, University of Southern California, Indian School of Business, The Hong Kong University of Science and Technology, Yale University, Tsinghua University, and Fudan University.
